Shipping Cost from Fulfillment not transferring properly to Invoice

We are seeing isolated cases of the Shipping Cost from the item fulfillment not transferring to the invoice properly when we click the Bill button from the item fulfillment.

The Shipping cost that transfers to the invoice is usually a much smaller amount than the Shipping cost that was on the fulfillment.

We have been trying to figure out why or when, but it happens to different customers, but it does not always happen for the same customer.  We think it might be related to multiple fulfillments.

Are there some settings that determine how shipping charges transfer from a fulfillment to an invoice?
