Criteria to enable button "Fulfill" on Sales Order

I have several accounts in NetSuite but they have different behavior in a way when does this button appear on a Sales Order.


In one account the button only appears when Sales Order has at least one valid line item, which has set Location
In another account, the button is present even though none of the lines have Location set, so I can click it, get to creation of Item Fulfillment form, but won't be able to create Item Fulfillment as I will get an error that I need to select Location for Items.

My question is, how is it controlled? Why it differs, where can I check what is the conditions for this button to appear, and also is there a way to see all the current requirements for the record to be saved ( in this case Item Fulfillment)
