Permissions to "Receive" PO

I need to know what Permission controls whether the Receive button appears on an Approved by Supervisor/Pending Receipt PO.

I have spent 12+ hours researching this issue on my own, using Help, and with NS support.  NS Support told me I have to add Edit permissions to Bill Purchase Order.  I don't see "Bill Purchase Order" as an option.

Please help!
