Line Item Discounts Out of Order

This just started happening.  When we apply a promotion code to an order with multiple items that gives a fixed amount off per item, the discount used to appear directly under the item.  Now the discounts are lumped together in the middle of the item list.  This is confusing for the customer.  Any ideas why this just started happening and how to fix it?
