CSS goes from HTTPS to HTTP

In my website theme, I'm coding my CSS file to go to HTTPS. When I view the page source, it goes to HTTP.



I have verified that it's not my cache, because I've moved the stylesheet link as well as added extra text to confirm the changes.

What would be causing this? I wrote my favicon to have HTTPS and it's not reverting that back.


Redirecting won't work, I've tried and it pages will not show the CSS.
