I can't get the 'Custom Form' field to display to customers

I want to show the 'Custom Form' field (the one that switches you between forms) so that my customers using the customer centre can choose a form and automatically get redirected to it. The field shows up when i access the form as a netsuite user, but not when logged in as a customer.

is this field hidden from customers by design?
