Restricting by Group on SuiteScript folder

I'm curious if anyone knows the answer to this quickly.

I've noticed that users are putting information in the wrong places in the file cabinet (including into the suitescript folder).

If I set 'Restrict by Group' and then create a group for 'Admins' and restrict to this, what does the restrict mean?

a) does it mean what I think which is that only those within the group can access this folder to add/change
- or -

b) the scripts would only run for those in this group since others do not have access.

I'm hoping it is (a) only and the scripts still run without issue. This applies to other areas as well, such as:
