Custom Transaction PDF and layers?

OK - basic form design...

I have 2 elements - one is something that I want to have a border around...  let's pretend it's a big box on the PDF to be rendered.

Lets say my second element is the word "Important" - and I want it to be right in the middle of that big box.

For some reason the big box (with fill set to #FFFFFF since the form requires a fill color) is on a layer ON TOP OF the other element...

Most design programs have the concept of "send to back" or "bring to front"...  I don't suppose there's that functionality in NetSuite via some combination of clicks and checks in the form designer...  as this example is NOT what I'm doing - I have bout 15-20 elements that I need to layer to get the end result...
