What happened to the move lists options

I have recently noticed that I can no longer move sublists between subtabs as I used to. I used to go on my transaction form hit edit then hit move between elements subtabs and I would have the choice of tabs called "fields" or "lists". Currently I only see the subtabs which have fields that can be moved from subtab to subtab but I do not see where I can move a sublist into a new subtab. The other option I was able to do was move a "subtab" into into another "subtab" which would create a new "sublist". Does
