Customize Requisition form exepense line sublist

I want to add a field to the expense line section
Under items subtab there are two other sub tabs.  Expense and Items... When I look at customizing the form, it looks like I can only add fields to the items section. I have not encountered a form like this so I am not sure how to get to the expense layout sublist.

Any ideas?
