Landed Cost Allocation Method

I would like to add a method of allocation to the landed cost tab.

I would like to be able to select "tariff rate"  

So if on a PO one item is %20 duty,  one item is %10 duty and another is %0.   and the duty bill comes in it can be correctly applied to the items according to there rate. But when the shipping bill arrives I want to allocate it based off of item weight.
