Description Line Items

We have just discovered that using description items would be good on our purchase and sales orders.  The only problem is when I am creating a SO or PO and click on the line item (NEW) it doesn't give me the option to manually enter in a description line item. Is this maybe a defect or can you not enter them through the pop up window from a SO and PO?
