Preferred Stock vs Safety Stock - Which one to use?

~Please could someone help?
We have a saved search which gets emailed to the directors and other employees which show Low Stock which is below 3.
However what we want is to only display items which have less then 2 weeks of stock. So I figured I cannot do this using a Saved search and read about the Preferred and Safety Stock Levels. I dont know which one to use? some of our items sell in a unusual way - for example one of the items might sell like this - 1 Week, we sell 5pcs. 2nd Weeks we sell 18pcs. 3rd week we sell 11pcs. 4th week we sell 7pcs.
