Make Stock within Bin unavailable for Sale

Hi all
I'm aware we can do this on a per-Location basis, but when you have a customer with 55 Locations, creating 55 Returns and 55 Quarantine Locations isn't an option.
They would like to make a Quarantine Bin, and not let the Stock available whilst it's in there.

I can't find a way to make it happen - does anyone else have any ideas?
