Editing Fulfillment Records for Billed Orders

It would appear that the billing process (on the Sales Order) does not prevent a user (with appropriate permissions) from editing the fulfilment (for the billed items).

Is there a way to 'lock' the item fulfilment records once the items have been Billed?
