Make a change to a native transaction field log to the System Notes

I have been requested to make a native field on a transaction record, specifically "shippingcost" on a sales order, to log to system notes when the field is changed in the UI. I tested and It does not currently log.

I can't find any documentation or posts in reference to this issue. Any help in getting this to log would be appreciated.
