Free Shipping

Does anyone have a good way of offering free shipping on all orders for a period of time?

We don't want to use a promotion code because that gets strenuous on customer service.  We also don't want to create a new free shipping item since that's also one more shipping method the CSA's have to sift through when entering an order.

I attempted to set the ship cost through a client script but had issues in the checkout.  Once the free shipping method was selected and the shipping cost was set to $0, the shipping cost stayed at $0 even when a non-free method was selected.
