Dynamic Item search match user department to multi select department list on item record

I am looking to use a case statement to return a list of items/Item search

  • Where the Users department matches the department on a custom field on the item record.
    • The custom item field is a Multi select field sourced from the department.

CASE WHEN TO_CHAR({user.department}) = TO_CHAR({custitem6}) THEN 1 ELSE 0 END

When I use the above in the criteria it returns no result.

Any thoughts.
