Are Workflows Subsidiary Based?

I am trying to remove a step from an existing Workflow.

My hesitation to do so, is because I can find only one active Workflow and I am working with two Subsidiaries under one parent company.

So, my question is are workflows created at Subsidiary A applicable to Subsidiary B?
