Can't set line item tax code on sales order via Suitescript (scheduled)

When I try and set the tax code on a line item in a sales order via Suitescript the code reverts to the default tax code every time. If I do this via the UI it works fine. I need some pointers on what to try here.

Code snippet below. I am using the internal id of the tax code to set it. This is a scheduled Suitescript.

I have tried this when loading the sales order in dynamic mode and not but same result. I also tried different code to create the sales order, save it and then reload it and go back and change the id in case it was to do with the sequence of setting the address etc. But no luck.
