Wave generation cannot find partially fulfilled orders

Hello

we are new to wave operations: when I generate new wave, there are partially fulfilled orders, which are available to be fulfilled for the rest of lines, but WAVE can not see them, so that I can not bring them into wave and process them, why and how I can fix it?
