Update Cost Estimate Type on Open Sales Orders

We are moving from Average Cost to Purchase Price for our Cost Estimate Type. I need to update all line items to reflect this change. I tried doing a CSV import to update the line items and the cost estimate type is available, but nothing shows in the dropdown selection. Does anyone know how we can accomplish this task?
