PO Rate Line Item Fields on Sales Order in Workflow

Can I access the PO Rate Line Item Field on a Sales Order Workflow?

I need to trigger an action when a user enters the PO Rate field on an Item Line, but I can't see it in the drop down list of available fields. Is this possible?
