Invoices that have no item fulfillment

I have noticed a couple Invoices that have no item fulfillment tied to them. I find this very strange as I manually do the billing each day, matching the pick tickets before I bill the order. Has anyone else noticed this? Any suggestions on how to set up a search to alert me when this happens? We should never have an invoice not tied to an item fulfillment.
