Workflow - Add Button to Switch Custom Forms

I've been tasked with creating a workflow (cannot develop a script as our developer is busy) that will Add Button when a certain form is loaded (view only). It needs to switch form the simplified custom form to one with more detail without clicking edit, so it needs to happen on this button ONLY.

I can create the button if there are no conditions on the workflow or Add Button action, but then it appears no matter what form is being loaded. We only want to load this with the one form, regardless of the user.

Custom Form does not seem to be a good trigger for workflows. Is there a reason why it isn't a valid condition? I am very confused why this seemingly simple function is so impossible to execute with a workflow.
