Resource Available Hours Incorrect for First Month

Our company went live with NetSuite in October 2020 and I have resources who's employee records were created in the final week of October. When we run Utilization reports an employee that should show 22 Available Hours for October only shows 6.

My first thought is that someone has edited the work calendar Hours per Day but unfortunately I cannot validate since work calendars do not track changes.

Does anyone know what could be causing this and if there's a way to fix it?
