Why is System Creating an Asset Proposal From a Journal Pending Approval?

System created an Asset Proposal on 04/09/2021 @ 4:25 PM from Journal # 14375.

On 04/09/2021 @ 4:25 PM, Journal # 14375 had received a First Level Approval but was still in Pending Approval status & eventually Rejected.

Why was an Asset Proposal created?
