Another Issue With NVL

I have a Saved Search using: Formula (Numeric) Sum nvl({item.locationquantityonorder},0)

My issue is that items should not appear if there is an open order for them. But my results are showing 0 when there are some on order. NOTE: This is in reference to the QTY ON ORDER column.
