Performance Details PopUp

We regularly use the Performance Details popup to try and identify the cause of slow loading pages:

But recently, I have noticed that when a page loads particularly slowly, I only get these details:

Can anyone tell me the significance of this? And more importantly, how do I find out why the page loaded so slowly (sometimes 10-15 seconds) when this minimal data is returned?

(If I refresh the page that loaded slowly and showed the 2nd popup, it almost always reloads at a normal speed and shows the normal performance popup).
