Approved JE through JE Approval Workflow, user able to delete attachment

I have been informed that a user has been able to delete an attachment that is attached to an Approved JE that went through the JE Approval Workflow. Looking at the Workflow shows the Journal Record is Locked except for an Administrator, however this user was not an administrator. I think this may be related to the record being locked but not the sublist or attachments sublist being locked. Is there a way to lock the sublists (specifically attachments) in the JE through the Workflow or do we need to consider restrictions?
