Customize button missing on report

We are having troubles with groups being able to customize customized reports. So someone took a standard report and customized it. Then other people want to piggy back off of that and add further customization and they can't. The customized reports all have the button checked for all roles for the audience and no other audience levels selected.

Our sales role tries to access the report and cannot see the customize button. The sales role has the full access level to report customization.

What am I missing?
