CLOSE button on SO disappeared

Hi folks,

I have a very stranger situation happening here and wondering if someone can shed me a light.

There is one particular Sales Order # 2064958 where the CLOSE ORDER button has disappeared for a particular user "A", like below:

However, another user "B" with the sale role of "A" can properly see the button there, as follows:


I have checked WF and scripts and there is no one interfering.

How can it happen ?
