"Log System Notes on Update Only" - recommended setting

The general preference "Log System Notes on Update Only" seems to be ticked by default.

Is there any harm in turning this off? I can imagine there would be a lot more system notes, but is that an issue?

Does this setting affect setup/customization system notes or only transaction system notes?

What is the recommended setting?
