Flat Rate Shipping Item Not Showing Rate on SCS Webstore

I've created a custom shipping item that has a flat rate of $0.00. This shipping item only shows when the order total is $250+ and is integrated with UPS 2nd Day Air shipping label. The shipping item is showing as an option on our SuiteCommerce Standard site when the $250+ order criteria is met, however, the rate shows "actual cost to be determined at time of shipment" instead of showing the $0.00 rate. Is there a setting I'm missing? Has anyone come across this? Any help is appreciated. Thanks!
