Line Item Tax Issue

I changed to line item taxes so that I could use the multiple ship to address option. However there are multiple issues.

  1. Sales orders are showing a tax rate and then after billing to a cash sale, it changes it to a different rate ? In this case it starts at around 7.5% which is close to correct and then on the cash sale it becomes 8.5%

  1. The sales order appear to be calculating the total tax correctly but the line item percentages are all over the place.
