is there any limitation to develop Approval routing on Credit Memos ?

We are trying to develop approval routing on credit memos, but from our functional team heard that its not possible using a workflow, where as we applied the same for sales and purchase transactions, here I would like to know what are the limitations for applying approval routing on credit memo, please suggest, we really need to use approval routing on credit memos, thank you, appreciate your as usual help and support
