Can't find Apply NACHA Rules box

We just added an US subsidiary and need to set up ACH process.

In Sandbox one, Electronic Payments Preference page, we can't see Apply NACHA Rules box. However we can see this box in another Sandbox account and Production account.

Can you please advise how to find out if Apply NACHA box in the sandbox one has been checked, by who?
