How do i change the "New Wave Page" to only allow Line Items?

Hello Again Guru's,

I have an issue where our sales team is selecting a whole order when creating a wave instead of line items. This creates headaches when the order is not being fulfilled at the same time. I am trying to hide the "Orders" subtab in the screenshot below. I can not seem to find the form to customize, does anyone know where it is or if it's possible?
