Integration - User Credential

I am going to give a developer our NetSuite account access for them to develop an integration to view our Sales Order, Purchase Order. He will have Web Service access.

On Manage Integration, I plan to check "User Credentials" option. Does that mean the integration software will use a user's email and password to login?

My question is: even though he has Web Service access, but the actual access his role can have will still depends on what access I give to his role, right? So if this role has Sales Order view access only, then through web services, he can only view Sales order, can not edit sales order. Am I right?
