Fraud prevention. Web orders with Billing zip code not matching Billing City

I have received a few fraudulent orders. They passed the paypal AVS zip code match. But turns out the fraudster put in the credit cards billing zip code and his billing city even tho they are not even in the same state.

Any tips to validate the billing address?
