What drives cost in Inventory Adjustment?

Where does Estimated Cost pull from on an Inventory Adjustment?  Sometimes it pulls in and sometimes it is zero, which seems to be causing an issue with an item being valued with cost.  Why would it be zero and should common business practice be to simply type the average cost into this field?  Thanks!!
