Custom item fulfillment form and cash sale form without address, but role still can see the address

Hi,

I've followed this guide:https://netsuite.custhelp.com/app/answers/detail/a_id/9916/kw/limit%20form

and created a custom item fulfillment form and which hides the shipping address, and role "BAICHUANsale" select this form as preferred. Problem is: the role still is ablre to see the address in the item fulfillment. Why? Screenshots below:

Anyone can help?
