Automatic Location Assignment not Working for Some Countries

Hoping one of you can spot what I am missing.

I have Automatic Configuration set up and am doing test orders in the Sandbox. For a couple countries it is not auto assigning. It is not auto assigning for Estonia and Czech Republic, but is for Germany and Switzerland. I don't have Switzerland set up as a region.

Here is what I have set up:
