Recurring saved search - to run on last day of the month

I am trying to schedule a saved search to run on the last day of the month. However when I put in the schedule monthly event, day, "31", I get "Because the number of days in each month differs, recurring monthly events cannot be scheduled after the 28th."

Any suggestions to get around this? I thought of putting in 12 yearly schedules for each month. But that seems a bit cumbersome. Also that wouldn't cater for leap years.

Also we need to send it out on a workday only. If public holiday falls on the last day of the month, we need to send it out the earliest working day before that day.
