Commission Calculation not working: Other Charge for Resale

We have some items we use like charges for Design Services, which are commissionable items.

These items do not calculate when running commissions - it this the expected result? It seems like they should calculate like inventory items etc, which work just fine.

Anyone else have this issue, or have a workaround, or is it just a bug?
