Accounts Payable Pay Bills

Hi All

How to prevent User to use Accounts Payable Pay Bills, just allow Accounts Payable Pay Single Vendor for standard Vendor Payment Approval purpose?

I tried study Vendor Payment Workflow but its too complicated to comprehend.
