Reference Cart Country Question

I know the place where to edit the countries list where we ship to (a setting). No problem so far.. all works well.


However, is it possible to override this for the BILLING country? Say we are in country X, but don't ship to country Y. Any customer from country Y that wants to place an order, but have it shipped to an address in country X should be able to do so. Is there an easy way to do this?
