When can a search be edited by its owner?

This is a search that I'm testing "Project in Process"

. I created the search as the Admin. This search is shared with this particular role - FL Global Purchasing & Inventory, and is NOT shared with this role FL Accountant (Controller) US Only - by location. However, for some reason, when I'm using the controller role, I can see and edit the search. And if I switch to the Purchasing & Inventory role, I can NOT edit and save the search or even use Save As. I wonder if it's because the role setup? Attached the role comparison. If you could help me, that would be great. Thanks,
