User listed in the Owner field for a File record is the owner of the folder, not the file

The user listed in the Owner field of a file record is not the person who added the file to the file cabinet but instead the person who created the folder in which the file is stored. Is there any setting in NetSuite to make the Owner field be the person who uploaded the file rather than the owner of the folder the file is stored in?
