Active Workflow - Missing in Workflow List

Hello:

If there is an active workflow in the system information, but that workflow is not in the list of workflows, what could be the problem?

Originally, the issue came to light because even though a transaction is pending approval, the approver does not see it to approve it. First, I checked the approver's role and it has the approval permission. Then I wanted to investigate the workflow, but the workflow is not there.
